Offshore Stakeholder ManagerOffshore Stakeholder Manager The RoleThe Offshore Development Team undertakes the full range of environmental, technical and commercial activities that are required for the identification, development and consent of offshore wind farm projects. Delivering successful projects from initiation to realisation requires a multidisciplinary development team. Due to an increasing workload, RES Offshore requires a stakeholder manager to join the development team to support projects through the development consent process. There will be specific emphasis on the stakeholder management providing support to a Round 3 The Offshore Stakeholder Manager shall report to the Project Development Manager, and will be a member of the Offshore Development Department. The Stakeholder Manager will be responsible for managing the stakeholder consultation in association with the development of an offshore wind farm. This will involve the development and implementation the consultation strategy ensuring that the consultation requirements of the Planning Act 2008 are met. Objective of the role:To manage the stakeholder consultation in association with the development of an offshore wind farm ensuring that the consultation requirements of the Planning Act 2008 are met. Develop and implement the stakeholder consultation strategy ensuring this is optimised and successfully integrates with all aspects of the project consent strategy. Lead in the identification of stakeholders including local communities, political landscape, key stakeholders and local interest groups that may be affected by the project. Ensure that all stakeholders receive the relevant consultation documents in line with the project programme Managing distribution of project updates and material to stakeholders Managing and Co-ordinating stakeholder issues across the project, with particular focus on public community responses and engagement - ensuring responses are received, addressed appropriately, and recorded Preparation of project reports communicating the issues and risks to R3 Development Manager, Public Affairs manager proposing and managing mitigation measures Liaising with local authorities on draft Statement of Community Consultation (SoCC), and ensuring all consultation, thereafter, meets the SoCC requirements Provide all stakeholder consultation material to the IPC, or its successor, Manage the Publication of the proposed application in line with the project programme Preparation of consultation report in support of the IPC application Organise public exhibitions, printing of exhibition materials and coordinate a support team to ensure delivery and resourcing of exhibitions The role will require significant travel within the The PersonThe role would suite candidates with planning and consenting experience, or someone with a public affairs or media relations background. Previous experience of the wind industry, particularly in relation to offshore or onshore developments, would be advantageous but is not essential. The successful candidate will be required to demonstrate that they have the following capabilities:Excellent understanding of the planning and consenting regime associated with the development of an offshore wind farm; Excellent IT and communication skills including report writing, presentation and the ability to speak confidently with clients, consultants, contractors and stakeholders. The ability to present to and negotiate with various stakeholders (such as local authorities and environmental agencies) Project management skills including a proven ability to manage projects with multiple stakeholders, using internal staff, subcontractors and consultants. Ability to manage a budget and programme Ability to evaluate and communicate risks and propose and implement management and mitigation measures The ability to manage workload and meet demanding timescales on a number of projects simultaneously Experience of working within a multidisciplinary team A current UK driving licence is required. The following attributes are desirable but not essential:Minimum 4 years experience in a similar/ related position Specific experience of offshore wind farm development Experienced in managing projects, plans, budgets, and able to deliver to tight deadlines Experience in environmental and planning legislation and regulations.
